A number of generals during the administration of former President B. S. Aquino were implicated as drug lord protectors by President Rody Duterte.
Duterte identified retired Deputy Director General Marcelo Garbo Jr, former National Capital Region Police Office director Chief Superintendent Joel Pagdilao, former Quezon City Police District Office director Chief Superintendent Edgardo Tinio, former Western Visayas police chief Chief Superintendent Bernardo Diaz, and Vic Loot, who is now mayor of Daanbantayan, Cebu.
However, one of the five seemed to have gotten the special attention of Duterte because of his closeness to a top official of the Aquino administration.
It can be noted that retired Deputy Director General Marcelo Garbo Jr. may seem to fit the insinuation of the President. Garbo was once considered for PNP chief when Roxas was interior secretary and was even endorsed to the position by former Senate President Franklin Drilon.
